When you trying to add a new question on 'Add New Question Group' page and
leave 'Question:' field empty then in CN, ES and FR locale, not translated
error message appears: "Please specify the question.".
Repro:
1. Login to Mifos and go to 'Admin' tab.
2. Click on 'Add New Question Group' link.
3. Select 'Add new question' radio button.
4. Choose any question type and leave 'Question:' field empty.
5. Click 'Add Question' button.
Expected result:
Properly translated error message appears.
Actual result:
Not translated error message appears: "Please specify the question.".
