Actually it is impossible to create new Loan on the day of meeting with
disbursal date set as today's date (first meeting date).
Repro:
1. Disable LSIM in database.
2. Login to Mifos on the day of meeting.
3. Create a new Center with meetings once in 2 weeks.
4. Create Group inside that Center.
5. Start creating a new Loan account for that Group.
6. On 'Enter Loan information' page, fill all necessary fields, set disbursal
date as today and click 'Continue' button.
Result:
Validation message appears: 'This is an invalid Disbursement date.' and it is
impossible to continue.
Also the default date is set to week after today's date.
