There aren't any validation messages for empty fees amount fields on 'Enter
Loan information' page, during the Loan account creation.
REPRO:
1. Login to Mifos.
2. Click on 'Create new Loan account' link.
3. Select any Client or Group.
4. Select any Loan product (with Administrative fees).
5. On 'Enter Loan information' page, leave 'Amount' field empty (for
Administrative fees and for Additional fees) and click on 'Continue' button.
Expected result:
Validation message appears.
Actual result:
Page with stack trace appears.
