Incorrect validation messages on Cash Flow page

Validation messages for fields on Cash Flow page are inappropriate because
month names are taken from system locale, not Mifos locale.
Repro:
1. Login to Mifos.
2. Click on 'Create new Loan account' link.
3. Select any Loan product.
4. On 'Enter Loan infromation' page, fill all necessary fields.
5. Click on 'Continue' button.
6. On 'Cash flow' page, leave all fields empty and click on 'Continue' button.
Expected result:
Proper validation messages appear with month names in the same language as the
rest of message (depending on Mifos locale).
Actual result:
Incorrect error messages appears with month names in language taken from
operating system, not from Mifos locale.
