Logging this issue for Sreenivasulu:

The roles and permissions option for View organization settings does not prevent
users from viewing the organizational settings.


Steps 
------- 
1. Modify user role by unchecking permission "Can view organization settings".
2. Login with user who doesn't have the rights to view the organizational 
settings. 
3. Click on Admin tab 
4.Click on "View Organizational Settings" under Organization Preferences.      
          

Expected Result 
----------------------- 
The system prevents the user from proceeding further and the following error
message appears:                               
You do not have permission to perform this activity. Contact your system
administrator to grant you the required permission and try again. 

Observed

The user is able to view organizational settings
