No bottom border line on 'Enter Loan Account information' page

There is no border line at the bottom on 'Enter Loan Account information' page,
but there was that line on jsp page.
Repro:
1. Login to Mifos.
2. Go to 'Clients & Accounts' tab and click on 'Create new Loan account' link.
3. Select any client and select Loan product with administrative fee of '% Loan
Amount+Interest' formula.
5. On 'Enter Loan information' page, check that there is no border line at the
bottom (see attached screenshots from actual G Release and from previous F
Release).
