It should not of been possible (and is not as far as i can see) to create a
loan product for with variable installments with those type of fees selected
for 'administrative fees'.
that said i added the check for these in loan account creation flow to make it
more visible and in case the user is capable of doing the same step you did in
creating a product like that.
