Unable to Redo Loan or create Loan with Variable installments in French and
Chinese locale because of wrong date format on 'Review installments' page

In French or Chinese locale on the 'Review installments' page, there is an
issue with dates in installments table - Mifos is allowing dates only in format
from English locale.
Repro:
1. Login to Mifos in French or Chinese locale.
2. Start creating a new Loan account with Loan prodcut with Variable
installments or start redoing a Loan.
3. On 'Review installments' page, check that 'Due date' is editable and that by
default entered date is in proper format based on Mifos locale.
4. Click on 'Preview' button.
Expected result:
Preview page appears.
Actual result:
Error messages appears saying that dates are inappropriate.
