Unable to redo Group Loan account with GLIM off

It is impossible to redo Group Loan account when GLIM is off.
Repro:
1. Disable GLIM in database.
2. Login to Mifos.
3. Go to 'Admin' tab and click on 'Redo Loan disbursal' link.
4. Select any group and loan product.
5. On 'Enter Loan account information' page, fill all necessary fields and
click continue button.
6. On 'Review installments' page click preview button.
7. On 'Preview' page click submit button.
Expected result:
Loan account has been successfully redone.
Actual result:
Page with stack trace appears. See attached file.
