There is no validation for mandatory 'Loan Purpose' field when GLIM is on
Repro:
1. Enable GLIM in database.
2. Login to Mifos and ensure that 'Loan Purpose' field is marked as mandatory.
3. Go to 'Clients & Accounts' tab and click on 'Create new Loan account' link.
4. Select any group with at least 2 active clients and select any loan product.
5. On 'Enter Loan information' page, select two clients and don't choose loan
purposes for them.
6. Click 'Continue' button.
Expected result:
Validation message appears saying that 'Loan Purpose' is not selected.
Actual result:
Validation message doesn't appear and it is possible to continue without
selected loan purpose.
