Repayment Capacity is not properly calculated in G Release

Repayment Capacity is not properly calculated in G Release comparing to 
calculation in 2.1.x

Repro:
1. Login to Mifos and make sure that Loan product has these settings:
Can configure variable installments:  Yes
Minimum gap between installments: 1 days
Maximum gap between installments: N/A
Minimum installment amount: N/A
Compare with Cash Flow: Yes
Warning Threshold: 89.99 %
Indebtedness Rate: 49.99 %
Repayment Capacity: 999.99 % 
2. Click on 'Create new Loan account' link.
3. Select any client and loan product which has above settings. 
4. On 'Enter Loan account information' page, set:
Loan amount: 2500
Interest rate: 19
Number of installments: 5
5. Click on Continue button.
6. On Cash Flow page fill the following fiels with data:
All Expenses with: 100
All Revenues with: 5685
Total Capital: 7003
Total Liability: 1000
7. Click on Continue button.
8. On Review installments page click 'Validate' or 'Preview' button.

Expected result:
Validation message appears: "Repayment Capacity of the client is 998.65 % which 
should be greater than the required value of 999.99 %". This message appears in 
2.1.x

Actual result:
In G Release, validation message doesn't appear and it is possible to continue. 
Probably the problem is that Repayment Capacity calculated in G Release is the 
value greater than 999.99%.
