The scope of this work is limited to client photo which will be stored under 
MIFOS_CONF (file_system) or a given location (URI) in hierarchical fashion 
instead of database.

We should add another issue(feature) for uploading documents which can be done 
in similar way but it will be a completely separate effort as this might not be 
exactly extension for storing N documents per client/account.
