In default English locale, during the Loan/Savings creation, buttons are
localized depending on the system settings.
Repro:
1. Change system locale to other than English.
2. Start Mifos with default (English) locale.
3. Click on 'Open new Loan account' link.
4. Notice that 'Search' and 'Cancel' buttons are not in English.
Expected result:
All buttons during the Loan or Savings cration flows are in English.
Actual result:
All buttons during the Loan or Savings cration flows are in language depending
on system settings. See attached screenshot.
