I was trying to test out another scenario on the demo and test servers and was
faced with the same issue one time.
I created Branch Offices underneath an area office but then it showed up as
underneath a head office.
Subsequent offices I created didn't create this problem.
On the test server,
When branch offices are defined under the same area office, on the view offices
page, they show up separately rather than under one header.
See screenshot.
However from the create center dialogue, they do show up together under the
correct office.
