On 'Enter Client information' page, browse button for selecting photo is
localized depending on the system locale.
Repro:
1. Set system locale other than English.
2. Start Mifos with English locale.
3. Client on 'Create new Client' link.
4. Select any Group.
5. On 'Enter Client information' page, check browse button for selecting photo.
Expected result:
Browse button is localized depending on Mifos configuration.
Actual result:
Browse button is localized depending on system configuration.
