Full repayment, dusbursal, adjustments and apply charges methods are not

When REST.approvalRequired=true it is possible to apply only repayment, deposit
and withdrawal operations. So it would be good to fix other POST methods to
work properly with REST API Approval function enabled.
Fix the following methods:
- fullRepay
- applyCharge (for Customers and Loans)
- disburseLoan
- applyAdjustment (for Loans and Savings)
