Waive interest parameter is not working properly in 'fullRepay' REST Api method

When you send 'fullRepay' REST Api method using REST Client then it doesn't
matter if waive interest parameter is true or false because result is the same
in both cases.
REPRO:
1. Send fullRepay method with waiveInterest=true using REST Client.
2. In Mifos, check that account has been properly repayed.
3. Click on apply adjustmet.
4. Check the amount of adjustment.
5. Repeat steps 1-4 but with waiveInterest=true.
Actual result:
Adjustment amount is the same when waiveInterest=true and false. Amount of
adjustemt is also slightly different than amount when applying adjustment
directly from Mifos UI.
