I'm reopening this issue because per-user locales functionality is not working
properly.
If two users are logged to the same server and you change language for the
first user, then some pages and a lot of dropdowns for second user are also
changed with language of first user.
REPRO:
1. Open two web browser windows and start mifos in both windows.
2. In first window log in as first user and in second window log in as second
user.
3. Change language for the first user.
4. Log out second user in second window.
5. Log in again second user in second window.
6. Go to 'Roles & permissions' page or 'Define new fee' page.
7. Notice that part of the 'Roles & permissions' page is in the language of
first user which is wrong.
