Unable to open Collection Sheet Entry page in German locale

Currently, it is not possible to open Collection Sheet Entry page in German,
Arabic and Lao locale.
Repro:
1. Set German, Arabic or Lao locale (via 'Change Preferred Language' link).
2. Go to 'Clients & Accounts' tab.
3. Click 'Enter Collection Sheet Data' link.
4. Select all necessary fields.
5. Click 'Continue' button.
Expected result:
Collection Sheet Entry page in selected language appears.
Actual result:
Page with stack trace appears. See attached file.
