Unable to apply 'Misc Penalty' to Client

Currently, it is not possible to apply 'Misc Penalty' to Client - page with
stack trace appears.
Repro:
1. Login to Mifos.
2. Search for any Client.
3. Click on 'View charges details'.
4. Click on 'Apply charges'.
5. Select 'Misc Penalty' and enter amount.
6. Click on Submit button.
Expected result:
Client charges page appears.
Actual result:
Page with stack trace appears. See attached file.
