Improve warning message if user starts Mifos on servlet container different

Currently, warning message is displayed when run Mifos on Tomact and also on
Jetty in version other than 7.3.x. It would be good to display this message
only when Mifos is running under Tomcat or Jetty in version other than 7.
It would be also good to improve message to display the current servlet
container on which Mifos is actually running e.g. "Mifos is running on ... .
The recommended version is Jetty 7."
