Missing Language switcher on some Admin pages

On some Admin pages, the top navigation menu is missing the 'Change Preferred
Language' link. Screenshot attached, taken on the 'Define new Savings product'
page. Another example of this behaviour is on the 'Define new Loan product'
page.
At first I thought this was something to do with the FreeMarker template (see
/ui/freemarker/core/widgets/navigation.ftl at topNavigationNoSecurity >
headerTop), but having tested a few things on my local Mifos install, the code
all seems fine, and it's used on pages which are unaffected. So I'm actually
wondering if it's a JavaScript issue, as removing the jquery-1.4.2.min.js file
include fixes the problem on defineSavingsProduct.ftl.
(Note: I've tested this in Chrome and FireFox, same behaviour.)
