There is also problem with second case.
Repro for second case:
# Create new fee
# Create new Loan product and use created fee
# View created fee and edit it
# Change fee status to Inactive
# Preview (there will be information that fee will be removed from system and
loan products) and submit
# Stack trace appears, click on Admin
# View fees - fee exist and is inactive
