No validation for 'Maximum loan amount' field on 'Roles & Permissions' page

Currently, the new 'Maximum loan amount' field has no validation, so it is
posible to enter any characters and after submitting, page with stack trace
appears.
Also, format of the amount is inappropriate after submitting. If you enter 5000
then after submitting and trying to edit that amount 5000.0000 is displayed.
