Currently, if you turn off the Center hierarchy then 'Create new Center' link
is still visible which is wrong.
Repro:
1. Turn off Center hierarchy.
2. Start and login to Mifos.
3. Check Home page.
Expected result:
'Create new Center' link is not displayed in Quick start menu.
Actual result:
'Create new Center' link is displayed in Quick start menu.
