Nice spot, Lukasz.
Essentially there are 3 test scenarios here where the fix should apply:
1. When the user selects a Branch Office where there are no loan officers are
set up (the scenario which invokes the UI message: "No loan officers
available.").
2. When the user selects a Loan Officer where there is at least one Center set
up (the scenario which results in a listing of said Centers).
3) When the user selects a Loan Officer where there is no Center set up (the
scenario which invokes the UI message: "No Center available.").
In conclusion: fix submitted in github pull request #11 (currently pending)
which should cover all 3 test scenarios outlined above.
