Hi George,
Currently, this issue was fixed only in master-branch, so it is not included in
Mifos 2.4.0.
This issue was mistakenly marked with fixVersion 2.4.0 but it will be officialy
included in Mifos 2.4.1.
Sorry for the confusion.
