Impossible to backdate loan disbursal while LSIM is disabled

Currently, it is not possible to disburse loan in the past with new backdating
approval feature when LSIM is turned off.
Repro:
1. Disable LSIM and start to Mifos.
2. Create a new Loan Account.
3. Approve Loan with past date.
4. Try to disburse Loan with paste date.
Expected result:
Loan can be properly disbursed in the past with valid meeting date.
Actual result:
It is not possible to disburse Loan in the past. Validation message appears:
"Date of transaction is invalid. It can not be prior to last meeting date of
the customer.".
