Description:

Currently, if you set any language in config file then it is not possible to change language in Mifos via 'Change Preferred Language' link.
Repro:
1. Set any language in Mifos config file e.g. French.
2. Start Mifos.
3. Check that login page is in French.
4. Login to Mifos and see that all strings are in French.
5. Click on 'Change Preferred Language' link and try to switch to English.
Expected result:
Language is properly switched to English.
Actual result:
Most part of Mifos is still in language from config file (left nav bar, tabs, home page etc.).
