Description:

Currently, if you disable "Can define hidden/mandatory fields" permission, then it is not possible to create a new Loan Account.
Repro:
1. Login to Mifos.
2. Go to Admin and disable "Can define hidden/mandatory fields" permission. Enable only "Can create new loan account in Submit for approval state".
3. Go to 'Clients&Accounts' tab.
4. Start creating a new Loan account.
Expected result:
It is possible to create a new loan account in Pending Approval state.
Actual result:
Access denied page is displayed and it is not possible to create a new loan account.
