Description: Currently, the order of loan payments is always the same: Penalty is deducted first, then Fees, Interest and lastly Principal.

There is a need to add configuration setting which allows to change the default order of payments.  However, the only know use case at the moment is to repay all overdue/current interest before anything else. This means we need to only add a single option if we want the old payment order or we want to always repay overdue interest first.
