This task is to create the initial infrastructure for fees, charges and penalties. More fields and more functionality will be added in the next iterations. This task involves:
1) similar to fund, loan product, etc create the Post, Get, Put and Delete API
2) similar to fund etc. in the reference UI add list, create, update and delete functions. You can put this under the organisation admin menu for now (this is getting busy and we'll review it soon).
The ddl for the new table can be found in git directory
mifosng-db\patches\patch-0004-o_charge-table.sql
Notes: the intention is that all fees, charges and penalties will be defined in this table (not miscellaneous ones though).
The table name is named differently than previous ones ie o_charge ... this is because we are going to simplify the table names shortly... will let you know beforehand what and when.
