Missing Change Preferred Language link on on create savings/loan account page.

Repro:

1. Click on Clients&Accounts tab.
2. Type client's name or id.
3. Display client's details page.
4. Click on Loans or Savings link.

Actual result:
Missing Change Preferred Language link on the top of the page.

Expected Result:
Change Preferred Language link appears.
