Description:

Currently, there is an error while deleting an Auto Monthly Loan Penalty after payment has been made to the account.
Repro:
1. Login to Mifos.
2. Go to any Loan Account.
3. Apply payment to the account.
4. Apply automatic monthly penalty via 'Apply charges' link.
5. Try to remove the penalty.
Expected result:
Penalty can be successfully removed.
Actual result:
Penalty cannot be removed and the following stack trace is displayed:

exception.accounts.cantremovepenalty
