As mentioned on the referenced wiki document - the plan is to create enough end to end flow for maker checker functionality around CREATE_CLIENT and UPDATE_CLIENT functionality.
Today most of the work required for end-to-end flow for CREATE_CLIENT is in place.
as above, by default, this functionality is disabled through code for now.
