Description: Currently, the new 'Maximum loan amount' field has no validation, so it is posible to enter any characters and after submitting, page with stack trace appears.

Also, format of the amount is inappropriate after submitting. If you enter 5000 then after submitting and trying to edit that amount 5000.0000 is displayed.

Repro:
1. Go to ROles and Permission in Admin page. Change Maximum loan amount e.g. to 5000.
2. Create loan account to amount higher than maximum loan amount.
3. Try to disburse this loan. Verify that validation message appears.
Expected result:
Loan officer cannot accept loan for amount higher than defined in Roles&Permissions.
