Description:

There is a rule that system defined codes can't be edited or deleted by the user. These are installed/upgraded by the mifos x software.

A new field called is_system_defined has been added to the m_code table. There is a script in the patches directory (patch-0017-add-system-defined-flag-to-code-table.sql) which adds this new field and sets the only system defined code we have to true.

We need to change the api and UI to reflect this new field and rule.
