Description:

Currently, if you open 'View installment details' page for new Group Loan and click on 'Waive' link next to Fees or penalties, then stack trace appears.

Repro:
1. Create new Group Loan account.
2. Approve and disburse this loan.
3. Open 'View installment details' page.
4. Click on 'Waive' link next to Fees or penalties.

Expected result:
Amount can be successfully waived.

Actual result:
Stack trace appears. See attached file.
