Description: Add a new lifecyle event, say  APPLY_CHARGES(10, "loanTransactionType.applyCharges");

and ensure the transactions are logged in following scenarios

a) User Manually adds a charge to a loan
b) Disbursements are done with fees attached to them

Transactions must also be updated/reversed when charges are updated, deleted etc .

Also cleanup any observed issues with charges in the process
