I think I put this in by design, to allow the same type of charge to be associated with a product multiple times.
Right now though we only allow the charge definition to be associated with loan product (and dont allow people override details of the charge definition at this point like the amount of the charge) so it probably doesnt seem as sensible to support this at the loan product charges level.
