Register/Deregister datatables transactions not part of audit (and maker-checker) process i.e. not plugged in to the Java pattern that manages audit and maker-checker.
Low priority bug as auditing of datatable registration/deregistration would be of little end user concern (similar for maker-checker).
However, it would be a very good bug to take up for anyone getting into mifos x code base as it gets to the core of the code organisation.
