Description: - Block withdrawals on certain savings accounts (based on time since account opened) using product level setting

- Charge a fee for withdrawal (fixed or %) using product level setting

- Enable a user to withdraw funds from a savings account with the option of the maker/checker principle

Accounting  wise:  integration out of scope for this issue.

  -> CREDIT Withdrawal Fees
  -> CREDIT Bank
  -> DEBIT  Savings
