Description:

The Charge creation screen (Administration->Organization->Add Charge) might get a bit confusing in the sense that a charge can either be a flat amount of a %fee.

We would want the label "Amount" to reflect the same based on Context.

So, the changes required are as follows"
a) Move "Amount" field below "Charge Calculation" field
b) If the Charge calculation combo-box is changed to "% Amount" change the Amount label to Percentage
