In the system administration menu added options that
i) displays the list of reports and allows the user to click links to update and delete reports
ii) allows the user to create a report
Core reports can only be set to show or not show in the reporting UI (field use_report on stretchy_report).
Non-core reports can be fully maintained including linking to parameters (for reporting UI use)
