[Mifos-issues] [JIRA] (MIFOSX-383) After submission of "New Loan Application", if "Processing fee"(ie should be collected during Disbursement) is applied as "loan charge" is getting generated on todays date(ie, system date). Because of which loan writeoff is not possible.

Description:

1. Click on clients -> select "Thames"(Client account no. 000000074).
2. Click on "New loan application" ->click on "product" - select "Form Loans"
3.Select "Submitted on" date and "Expected disbursement on" date as "15 March 2012" -> click on save button.
4."Form Loans: #000000093" loan application got submitted -> click on the particular loan -> Loan detail page got displayed.
5. Click on "Add Loan Charge" -> click on "charges" -> click on "Processing fee, ?" -> click on save button.
6. Click on Transactions - in transaction activity charges is applied for todays system date (ie. 22 May 2013) but that is not actual disbursement date.
7.click on "Approve" (on "15 March 2012") -> click on "Disburse (on "15 March 2012"
8.Click on "Transactions" in which charges is made double entry ie on "15 March 2012" and on todays system date "22 May 2013".
9. Make Repayment for "15 April 2012" and "15 May 2012".
10.Click on "Write-off" and select "written off on" date as "16 May 2012".
11. The date entered is valid, inspite of that error message is displayed "The date of the writeoff transaction must occur after the last transaction made against this loan."
12. Last transaction made is on "15 May 2012".
