The target audience for this feature would be small MFI's who would want to quickly get started with MifosX without needing any external help . We probably should not be trying to handle all possible edge cases and/or write a comprehensive data migration tool for the first cut.
The core Idea is borrowed from Sungaurd's excel template based Migration for Mifos
The scope of the initial task would involve
1)

MifosX core team to provide a standard Excel Template which list the following entities and their associated properties in seperate tabs
a)

Branches
b)COA
** Chart Of Accounts
c)
**
Employees
d)
**
Loan Products
e)
**
Saving Products
f)
**
Centers
g)
**
Groups
h)
**
Clients
i)
**
Loan Accounts
h)
**
Repayment accounts

An MFI would setup MifosX and through the UI enter some of their look-up data which would include
a)
**
Branches
b)COA
** Chart Of Accounts
c)
**
Employees
d)
**
Loan Products
e)
**
Saving Products

They should then be able to download an Initial template (described in step 1) populated by MifosX with all the look-up data and Integrity rules (able to select loans officer from a drop-down in clients tab etc) in place

MFI User now proceeds to enter data of all their customers and transactions

User then uploads the updated excel Sheet back to Mifos X
6)

MifosX would first validate the data in the excel sheet. In case of any errors, it would return the excel sheet after attaching comments describing the error to the problematic cells

If no errors are present, call the API's defined by Mifos X to move all data from the Excel sheet to MifosX
