Description:

In some case a % charge should have a certain minimum value (as costs otherwise exceed benefits), or can have a maximum. When setting up a charge it would be nice to be able to configure a minimum and maximum amount for a certain fee.
Example: 2% fee, with a minimum of 500 and a maximum of 2000.
In case of a 5000 loan, the 2% is only 100, and therefore automatically 500 is used as the value of the charge.
In case of a 150000 loan, the 2% adds up to 3000 charge, and therefore the max of 2000 will be used.
