[subramanya It would be probably be better to describe the issue in terms of user roles and data scope.
Ex: An accounting rule is created by an Admin user (all permissions) attached to the head office. The newly created accounting rule is linked to a "branch" office. The Admin user who created the rule, is unable to view the rule after its creation.
Next, log in as user of the said "branch" office with so and so permissions........
