Frankie, right now we dont have API for delete role (https://demo.openmf.org/api-docs/apiLive.htm#fullapi_matrix) - it was probably not put in just for the question you ask.
but I think its ok to delete role (even if associated with user(s)) its not a problem OR the other thing we could do on back it just try to delete the role but fail if in use by users and supply some functionality for bulk removal/change of roles on users.
the easiest thing is to just allow the delete and if that means some users no long have a role so be it.
