In general there are specific application permissions for READ, CREATE, UPDATE of most things in the platform. So for 'roles' these exist and any user that is assigned an application role that contains these application permissions can see/edit roles.

So any user can do this if they are assign application roles that contain the right permissions. Out of the box the 'mifos' user has a special permission called SUPER_USER can can do all things on the platform.

On https://demo.openmf.org/ (login as mifos/password) - Administration->Roles-> Select 'permissions' for any of the eixsting roles to see what permissions are associated with the role.
